Position Summary:

The City of Moorhead is accepting applications for a Division Manager in the Public Works Department. This position will oversee the Parks, Right-of-Way, Golf Course Maintenance, and Forestry Division. Listed below are some of the position’s essential functions. ·         Plans, organizes, directs, evaluates and supervises 20 full-time and 59 seasonal employees engaged in maintaining 46 parks, 2 public golf courses, 1,484 acres of recreational land to include parks, right-of-way areas, the urban forest, and a vast river corridor.

·         Assists the Public Works Director in developing long-range strategic plans and annual operational plans.

·         Acts as the park facilities and equipment manager responsible for 11 Neighborhood Recreation Centers (NRCs), 2 golf course clubhouses, 2 athletic field complexes, 7 wading pools, and 7 outdoor hockey rinks.

·         Public Works representative for development of grant applications and project manager for grant-funded projects

·         Coordinates with Parks and Recreation and community groups on use of athletic fields and capital improvement projects

Education and Experience:

·         Associates/Technical degree in Parks and Recreation Management or related degree

·         Five years of related experience and two years of supervisory experience

Job Summary

This position exists to perform skilled management care for one-third of the 303 acres of grounds and all shrub, tree, and other plant pruning and trimming on the campus of Minnesota State University, Mankato.

This position has been assigned to a weather-essential function under the provision of MnSCU Regulation 4.4 and the Minnesota State University Weather & Emergency Closure Policy.

Minimum Qualifications

Ability to train and direct the work of less experienced groundskeepers or work crews sufficient to assign responsibilities and inspect finished work.

1. Ability to read, interpret and follow oral and written instructions sufficient to independently complete assignments timely using accepted practices and safe techniques.

2. Knowledge of horticulture techniques and practices (planting schedules, germination intervals, and transplantation procedures) sufficient to maintain and improve facility grounds/landscape and recognize and/or treat plant diseases and pests.

3. Grounds-keeping experience on a multiple building complex including the care of lawns and woody and herbaceous plants using accepted horticultural practices.

4. Experience with the safe use of and simple repair of hand-held tools, riding machinery (all types of lawn and landscape equipment), and snow removal equipment (hand and heavier equipment).

5. 6. Basic knowledge of chemical fertilizer or pesticide application and related safety practices.
7. Ability to lift and move from 40 to 80 lbs.

8. Ability to work in inclement weather conditions.

9. Class D MN Driver's License at the time of hire.


Preferred Qualifications

1.     Experience operating various equipment including but not limited to, mowers, turf aerators, over seeders and field sweepers, sufficient to mow, trim, edge, rake, fertilize, sod or seed lawns and athletic fields and provide overall care and maintenance of lawns.

2.     Experience pruning and trimming shrubs, trees and other plant varieties sufficient to ensure the health and increase longevity of all campus plant species.

3.     Ability to identify various plant species sufficient to diagnose potential diseases and resolve problems with generally accepted practices.

4.     Three (3) to Five (5) years of experience operating loaders, skid loaders, and street sweepers.

5.     Three (3) to Five (5) years of experience operating heavy equipment in snow removal operations.

6.     Experience operating and maintaining commercial-grade sprinkler systems.

7.     Experience working in the absence of a supervisor being on duty.

8.     Experience laying out collegiate and professional football and baseball fields, track and field surfaces, and intramural sports

9.     Ability to perform light to moderate repairs to equipment and welding projects.

10.  Possession of a Minnesota Department of Agriculture pesticide applicator’s license

11.  Degree in Horticulture, Forestry, or related field.

Physical Requirements

Ability to lift and move from 40 to 80 lbs. Ability to work at heights in a boom-truck or aerial boom lift machine. Ability to work in inclement weather conditions. See attached physical requirement sheets from Comprehensive Rehabilitation Associates, Inc.

Additional Requirements

In accordance with the Minnesota State Colleges & Universities (MnSCU) Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to MnSCU’s vehicle use criteria and consent to a Motor Vehicle Records check.
